Morrison, City Manager <br /> City of St,:Anthony Village <br /> 3301 Silver Lake Blvd. <br /> St. Anthony, MN 55418-1699 <br /> Dear Mr. Morrison: <br /> I am pleased to confirm a Metropolitan Council grant of$120,000 for planning the Saint <br /> Anthony Northwest Redevelopment Area. Congratulations! <br /> As you know, last November the Council selected Saint Anthony's Northwest Redevelopment <br /> Area as one of the six opportunity sites to receive Council assistance as part its Smart Growth <br /> Twin Cities project. Consultant and other project related expenses incurred since the Council's <br /> authorization on November 8, 2000 are eligible for payment from these grant proceeds. <br /> In addition to the grant, the Council will amend its contract with the Smart Growth Twin Cities <br /> lead consultant, Calthorpe Associates, to provide some additional services to the city for this <br /> project.- Council staff has reviewed the city's consultant contract with Dahlgren Shardlow Uban <br /> (DSU) and finds that their scope of services is similar to that for the other opportunity.sites.. <br /> However, to ensure comparable results across the board Council and DSU staffs have discussed <br /> the possibility of the city and DSU working with Calthorpe Associates on four tasks: <br /> 1. Host a kickoff meeting on February 8 at 3pm. I believe you have already been contacted <br /> about the kickoff meeting and arrangements have been made. At the kickoff meeting we <br /> would like city and/or consulting staff to lead a tour of the site for the Calthorpe team and <br /> Council staff. Also, we would like DSU to review your project work plan with them to <br /> ascertain needed coordination and clarification of roles. <br /> 2. Provide land use and transportation data to Calthorpe Associates. A GIS-based sketch model <br /> is being completed for the other opportunity sites, and we would like to include comparable <br /> information about the Saint Anthony site. Using the information provided, Calthorpe <br /> Associates will calculate a series of land use indicators and estimate transportation impacts <br /> so that their final opportunity site report can be comprehensive. This can be done once a site <br /> plan has been drafted; specific data needs can be discussed at the kickoff meeting. <br /> 3. Provide Calthorpe Associates with photos of existing conditions on the site. Calthorpe will <br /> use the photos to prepare simulations of what the preferred site plan would look like if built <br /> out,i.e. before-after photographs. Again, this is being done for all sites. <br /> 4. Participate in a quarterly roundtable of opportunity site participants from all six sites.
