. 2 1 CITY OF ST. ANTHONY • 2 CITY COUNCIL REGULAR MEETING MINUTES 3 January 23, 2001 4 I. CALL TO ORDER. 5 Mayor Cavanaugh called the meeting to order at 7:03 p.m. 6 II. PLEDGE OF ALLEGIANCE. 7 Mayor Cavanaugh invited the Council and the audience to join in the Pledge of Allegiance. 8 III. ROLL CALL. 9 Councilmembers present: Mayor Cavanaugh; Councilmembers Sparks, Thuesen, and Horst. 10 Councilmembers absent: Hodson. 11 Also present: City Manager Michael Mornson; and City Attorney Jerome 12 Gilligan. 13 IV. APPROVAL OF JANUARY 23, 2001 CITY COUNCIL REGULAR MEETING AGENDA. 14 Motion by Thuesen to approve the January 23, 2001 City Council Regular Meeting Agenda with 15 the following additions: 16 • 17 Add Item E3, Resolution 01-034, re: Drainage easement,for the Harding Street Ponding Project. 18 Consider Item IXF prior to Item IXA 19 Add Item XII, Report on Northwest Quadrant Planning Steering Committee 20 21 Motion carried unanimously. 22 V. PROCLAMATIONS AND RECOGNITIONS. 23 None. 24 25 VI. COMMUNITY FORUM. 26 Mayor Cavanaugh invited any residents in the audience to speak to the Council on items that are 27 not on the regular agenda. 28 Barry Tedlund introduced himself and stated he has been working diligently to open a fitness 29 center at the St. Anthony Shopping Center. He explained that he started this process in October 30 of 2000 and had hoped to open in March of 2001. Last week Thursday, he was told he could get 31 the building permit the following day so he signed the lease and,obtained the insurance coverage 32 he would need. Then, on Friday,he was told he would need a conditional use permit prior to 33 obtaining the building permit. Mr. Tedlund stated it appears the conditional use permit process is 34 lengthy and may effect the timing of opening his business. He asked if he would be able to 35 complete this process within six weeks and what type of conditions would be placed on a fitness • 36 center.
