62 <br /> CITY OF ST. ANTHONY <br /> ORDINANCE 2001-002 <br /> AN ORDINANCE RELATING TO SIGNS; AMENDING . <br /> SECTION 1400.04; SECTION 1400.07, AND SECTION 1400.12, <br /> SUBD. 4 OF THE ST. ANTHONY CITY CODE <br /> The City Council of the City of St. Anthony hereby ordains: <br /> Section 1. Section 1400.04 of the St. Anthony City Code shall be amended to add a new <br /> subdivision 37 as follows: <br /> Subd. 37. Electronic Message Sign. Any sign that displays a message electronically <br /> through the use of light emitting diodes(LED's). <br /> Section 2. Section 1400.07 of the St. Anthony Code shall be amended to add a new subdivision <br /> 20 as follows: <br /> Subd. 20. Electronic Message Signs. Electronic message signs except public service <br /> signs in the Recreational Open Space District located on property that is owned by the <br /> City or Independent School District No. 282. <br /> Section 3. Section 1400.12, Subd. 4 of the St. Anthony City Code shall be amended to read as <br /> follows: <br /> Subd. 4. Recreational Open Space. The following signs are permitted in a Recreational <br /> Open Space District and may be erected after obtaining a permit and paying required <br /> license fee. <br /> (1) Subject to approval of the Council,only ground and wall signs are <br /> allowed in this district. The ground sign may have a sign surface area <br /> not to exceed 150.square feet. <br /> (2) Subject to the approval of the Council, and as a conditional use, <br /> electronic message signs. The procedures contained in Section 1605.04 <br /> shall apply to the issuance of a conditional use permit for an electronic <br /> message sign. The conditions with respect to the issuance of any <br /> conditional use permit for an electronic message sign shall cover at least <br /> the following: <br /> a. the sign shall not be permitted to flash or contain any animation. <br />
