REQUEST FOR COUNCIL ACTION <br /> TO: MICHAEL J.MORNSON CITY MANAGER <br /> FROM: JOEL A.HEWITT FIRE CHIEF <br /> SUBJECT: STATE MUTUAL AID AGREEMENT RESOLUTION <br /> DATE: 12/27/01 <br /> CC: <br /> BACKGROUND <br /> In 2000,the Minnesota State Fire Chiefs Association appointed a committee to develop a state wide <br /> mutual aid system.This system is to provide a process to request and receive needed resources to a <br /> fire department to assist in mitigating incidents,which are beyond the capacity of a department's <br /> availability to assemble the needed resources to resolve to the end of a particular large or complex <br /> incident.This concept was a direct result of the St. Peter Tornado in 1989 and the Carlos Avery fire <br /> last year,each incident required resources that expanded past each communities mutual aid <br /> arrangements.It also makes sense at this time with the new threats in mitigating Bio/ chemical or <br /> WMD incidents that now face a communities fire service.Which will require regional or across state <br /> resources which now are not included in mutual aid agreements.This system will alleviate any <br /> resource issues associated with the boundaries of such agreements. Currently,the St.Anthony Fire <br /> Department is a participating member of two local mutual aid associations,the first is the North <br /> Suburban Mutual Aid Association that provides the resources of thirty fire departments and the <br /> second is the Capital City Mutual Aid Association providing resources of twenty-six departments. <br /> The attached resolution once approved will allow us to request resources from the Minnesota State <br /> Duty Officer,who will have the availability to request resources from fire departments who <br /> participate in the program. By approving this resolution will place our department on the list of <br /> resources the Duty Officer may have the availability to call upon.The Fire Chief or their.Designee <br /> may deny the request or recall resources dispatched to mutual aid at any time in order to maintain <br /> protection to their community. <br /> By participating in this program will provide the Fire Department the optimum in resources to <br /> protect our citizenry against any emergency the Fire Department may be called upon to resolve. <br /> COUNCIL ACTION REQUESTED <br /> The City Council of St.Anthony is requested to approve the attached resolution,allowing our <br /> department to participate in the Minnesota State Mutual Aid system. <br />
