S <br /> WSB 34 <br /> &Associates,Inc. <br /> January 16, 2002 <br /> Honorable Mayor, City Council, and Staff <br /> Michael Morrison <br /> City of St. Anthony Village <br /> 3301 Silver Lake Road NE <br /> St. Anthony, MN 55418 <br /> Re: Silver Lane Flood Problem Area Feasibility Report <br /> WSB Project No. 1065-65 <br /> Dear Honorable Mayor, City Council, and Staff: <br /> This letter is written to provide you with an update on the current status of the City of <br /> St. Anthony's request to the Rice Creek Watershed District (RCWD) for grant funding to <br /> complete the Silver Lane feasibility report. In December 2001, Jay Hartman and I attended <br /> the RCWD meeting to present the City of St. Anthony's request to the board of managers. <br /> The board of managers directed the district engineer to meet with City Staff and discuss <br /> the extent of participation from the RCWD. <br /> On January 10, 2002, I met with Bret Emmons of Emmons & Olivier Resources, the <br /> District's engineer, to discuss the flood problems located in the intersection of Shamrock <br /> Drive and Silver Lane, and the problems at Fordham Drive and 39th Avenue. Mr. Emmons <br /> indicated that the watershed district currently does not have a grant program, which would <br /> allow for the partial funding of the Silver Lane feasibility report. Mr. Emmons did <br /> acknowledge that the issue does transcend municipal boundaries and may include drainage <br /> associated with Ramsey County Ditch No. 3,both of which are issues for which the <br /> RCWD would be interested in participation. Therefore, Mr. Emmons agreed to write a <br /> letter to the managers outlining these items and to request consideration for participating in <br /> the feasibility study and possibly, construction of future improvements. <br /> Furthermore, it was determined that the City of St. Anthony is in the position to complete <br /> this feasibility study by the end of February 2002. Attached is a scope of services to <br /> complete the Silver Lane Flood Problem Area Feasibility Report. The district engineer <br /> and I discussed at length the scope of this feasibility study to ensure that it would meet the <br /> 4150 Olson requirements of the RCWD for future consideration of funding. The attached scope of <br /> Memorial Highway services includes development of an XP-SWMM hydrologic model for the problem areas. <br /> Suite 300 It also anticipates that six alternatives will be evaluated as part of the feasibility study.
