We would propose a unique, focused, St. Anthony Village-directed federal relations <br /> program. <br /> While we effectively employ the coalition approach in many of our campaigns,that is only <br /> one tool. We will work with you=-and for you--on behalf of the City. <br /> 2. LOCKRIDGE GRINDAL NAUEN is an established, well-positioned firm with the <br /> appropriate assets to advance clients' legislative priorities. Our Washington, D.C. staff <br /> includes experienced,well-connected Washington"insiders" --with decades of legislative <br /> and executive branch experience on both the Republican and Democratic sides of the aisle. <br /> Our federal relations clients have all benefited from our work with and understanding of <br /> multiple levels of local government. <br /> Our approach will provide St.Anthony with the best possible issue representation and afford <br /> the City excellent opportunities to impact policy decisions by interfacing with the key <br /> Republican and Democratic decision makers on a personal basis. <br /> The 107th Congress has been marked by historic and unprecedented change in the way <br /> Washington does business with state and local governments. Some local entities will benefit <br /> -- others will not. Congress has repeatedly stated its commitment to eliminating unfunded <br /> mandates and returning local control to governments closer to home ---so far,so good. In <br /> the past most emphasis has been intensely focused on balancing the federal budget. Every <br /> economic development program, housing and general assistance program, including <br /> Medicaid,WIC,food stamps,childhood development and nutrition,and a host of others are <br /> on the table and subject to significant revisions. This makes it all the more important for the <br /> City to secure strategic representation with a local perspective and without the conflicts <br /> inherent in representing multiple clients with unrelated interests. <br /> 4. A comprehensive, aggressive, and strategic federal government relations strategy can and <br /> will make a difference for St. Anthony Village. This is no time to simply sit back and <br /> "monitor" significant developments that will affect every city. Congress and the new <br /> Administration are ready to listen and to respond.But as you well know,the political process <br /> responds to those who show up, get involved and make the best case for change. <br /> SCOPE OF SERVICES <br /> In light of our discussion and my review of supporting documentation, I wanted to provide you at <br /> least a basic outline of a possible "scope of services" agreement and to identify a number of the <br /> individual components for the City's proposed federal relations program.Please recognize this is an <br /> initial outline and the final plan would require additional input from you and other City officials. <br /> • Transportation: This is clearly would be a top priority for the City including expansion <br /> 2 <br />
