1 <br /> 4.3. Storm Sewer <br /> The proposed storm sewer improvements include replacing all of the existing catch <br /> basins on 34th Avenue and on Belden Drive. <br /> ' 4.4. Street <br /> The reconstruction of the existing streets is intended to improve the design strength-of the <br /> 1 pavement system and provide a street surface with an extended life for the City of St. <br /> Anthony. The existing street widths will be maintained in the new street to minimize <br /> impacts on the existing driveways, boulevards, and landscaping. The proposed street <br /> reconstruction areas are shown on Figure 2 and the typical section is shown on Figure 6 <br /> in Appendix A. <br /> After the excavation, a geotextile fabric will be placed to separate the underlying soft <br /> materials from the gran ular materials. One foot (1') of granular material, "sand cushion" <br /> will be placed on the geotextile fabric to provide a firm base for the six inches (6") of <br /> ' Class 5 aggregate base and three and one-half inches (3-1/2") of bituminous pavement. <br /> 4.5. Permits and Approvals <br /> Reconstruction of the roadway and the existing sanitary sewers and water mains, will <br /> ' require a permit from the Minnesota Pollution Control Agency (MPCA), and the <br /> Minnesota Department of Health, respectively. <br /> ' 4.6. Detour Routes <br /> The project will require significant excavation and disposal of unacceptable material <br /> tfrom the existing street area, and a supply of significant volumes of granular base, <br /> aggregate base and bituminous pavement materials. This effort will require closing the <br /> roads under construction and increasing loaded truck traffic on the streets adjacent to the <br /> construction area. Adequately signed detours will be identified to direct traffic around <br /> the construction zones and notify users of the increased truck and construction-activity. <br /> In order to accommodate the property owners along the excavated roads, temporary <br /> parking on the adjacent streets may be necessary during the periods of time when vehicle <br /> access is not possible. <br /> 5. FINANCING <br /> 5.1. Opinion of Probable Construction Cost <br /> Detailed breakdowns of the Cost Opinion for the various construction areas are included <br /> in Appendix B. The opinion of cost incorporated the construction costs experienced <br /> during 2001 and 2002, and include a 10% contingency factor.
