7. FEASIBILITY AND RECOMMENDATION <br /> ' Project costs are anticipated to be approximately 51,736,200, which-includes the total <br /> street and utility reconstruction of 34`h Avenue, Belden Drive, and Edward Street. <br /> Due to the poor structural condition of portions of the sanitary sewer mains, the <br /> deterioration of the existing storm sewer catch basins, watermains, and street section; this <br /> ' project is both feasible and necessary from an engineering standpoint. The location and <br /> condition of the existing utilities, the available street right-of-way, the existing soils <br /> conditions,,and the need to provide utility service to all of the properties in the project <br /> area, other methods of improving the utility systems and the roadway are not feasible or <br /> cost effective. <br /> ' Based on our analysis and data presented, the proposed project is feasible, necessary and <br /> cost effective from.an engineering standpoint.
