ANTHONY 2 3 HOUSING AND REDEVELOPMENT AUTHORITY MEETING 4 5 June 25, 2002 6 7 CALL TO ORDER. 8 Chair Hodson called the meeting to order at 8:16 p.m. 9 10 ROLL CALL. 11 Commissioners present: Chair Hodson; Commissioners Sparks, Thuesen, Horst, and Faust. 12 Commissioners absent: None. 13 Also present: Executive Director Michael Mornson and City Attorney Jerome 14 Gilligan. 15 16 17 I. APPROVAL OF NNE 25, 2002 H.R.A. AGENDA. 18 Motion by Commissioner Thuesen, second by Commissioner Sparks, to approve the June 25, 19 2002 Housing and Redevelopment Authority Agenda as presented. 20 21 Motion carried unanimously. 22 23 II. CONSENT AGENDA. 24 Motion by Commissioner Horst, second by Commissioner Thuesen, to approve the Consent 25 Agenda, which consisted of: 26 27 A. H.R.A. Meeting Minutes of May 14, 2002, and 28 B. Claims. 29 30 Motion carried unanimously. 31 32 III. GENERAL POLICY BUSINESS OF THE H.R.A. 33 A. H.R.A. Resolution 02-010, re: Finding a parcel to be occupied by a structurally 34 substandard building. 35 Executive Director Michael Mornson stated that this resolution identified the vacant 36 Hardee's building and the Exhaust Pro building and was a test that they needed to 37 measure whether or not they met the tax increment test. He continued that they met the 38 test, and would qualify under the tax increment laws. He added that this resolution 39 simply gives them some options. 40 41 Mornson stated that he thought that they had up to three years to create a tax increment 42 district to capture that increment and use the buildings. 43 44 Councilmember Horst asked if there was enough time for the Apache redevelopment. 45 Mornson stated he felt that there was enough time and that they were looking to set up the 46 tax increment districts by early next year. 47
