32 <br /> MEMORANDUM <br /> DATE: April 15, 2003 <br /> TO: Roger Larson, Finance Director <br /> FROM: Mike Mornson, City Manager <br /> ITEM: AMENDMENT TO LOGIS HEALTH CARE PLAN <br /> The City of St. Anthony provides health insurance benefits to its employees through the <br /> LOGIS Group, which is a consortium of 44 Cities. <br /> The benefit to the members of the Group is that the experience rating for health insurance <br /> claims is spread out over a large group of participants. The benefit to member Cities is <br /> the cost for health insurance is less for a large group versus each City negotiating an <br /> individual contract with a provider. <br /> Recently, Congress passed the "Health Insurance Portability and Accountability Act." <br /> LOGIS has amended the contract to comply with the requirements and is asking each <br /> member City adopt a resolution approving the changes to the plan. <br /> Recommendation: <br /> Council pass resolution#03-033 to amend the LOGIS agreement to comply with the <br /> Federal regulations as defined by the Stanton Group (LOGIS Administrator to Cites). <br />
