t t <br /> Introduction <br /> Honorable Mayor, Council, City Manager, and St. Anthony residents: <br /> I am pleased to present to you the Police Department's 2002 Annual Report. <br /> In law enforcement, having a contingency plan and working toward being <br /> prepared for the unknown has always been part of standard operating <br /> procedure. However, since the September 11, 2001 attack on the World <br /> Trade Center, law enforcement has changed dramatically, as preparing for <br /> domestic terrorism has landed squarely on the public safety I" responders. <br /> In many respects, this will be one of our greatest challenges, especially in <br /> light of the state's fiscal issues and how those issues will effect law <br /> enforcement operations. Planning the fiscal requirements of adequate law <br /> enforcement is difficult, we must be ready for day-to-day operations, as well <br /> as the "what if' scenarios. It is the "what if' scenarios that have filled our <br /> planning as talk of domestic terrorism,dirty bombs, and biological weapons <br /> dominate our discussions. <br /> Even in this post September 11th world, we cannot forget the basic mission <br /> of our department. Arresting criminal offenders, preventing crime, solving <br /> ongoing problems, and improving the overall quality of our citizen's lives, <br /> must maintain the highest priority in the police department. <br /> 2002 has encompassed many changes in law enforcement, and we at the St. <br /> Anthony Police Department have done our best to protect and serve our <br /> citizens by performing the law enforcement function in a fair, impartial, and <br /> professional manner. We must constantly strive to accomplish our mission, <br /> on an individual basis and as a team member of the department, in a fashion <br /> that will bring credit to the police profession, our department, and our <br /> community. <br /> Respectfully, <br /> (3LP.&Q <br /> Richard Engstrom <br /> Chief of Police <br />
