Hall, Assistant City Manag <br /> SUBJECT: Rabine Variance Request <br /> Requested Action: <br /> July 20 is the public hearing for the front yard variance request of Rod Rabine, 2800 34th <br /> Avenue NE. The Planning Commission's recommendation will be forwarded to the City <br /> Council for their July 27 meeting. <br /> Background: <br /> Rod Rabine is requesting a front yard variance of 2.5 feet in order to add a front entry to <br /> his home. Mr. Rabine is planning to build a handicap accessible front entry with a ramp. <br /> The variance request is necessary in order to navigate a motorized wheelchair into the <br /> front door. The Petition for Variance attached describes the request and hardships, etc. <br /> According to the city code, in the R-1 single-family zoning district, the front yard must <br /> have a depth equal to the greater of 30 feet or a distance equal to the average of the <br /> front.yard depths of the two adjacent lots. Given this formula, staff went to the subject <br /> property to measure the adjacent two lots. Staff found the east property (2804 34th <br /> Avenue NE) measures 30 feet from curb to home; the west property (2712 34th Avenue <br /> NE) measures 35 feet from curb to home. An average of the two adjacent lots is 33 feet; <br /> therefore, the subject property should have this depth at a minimum. <br /> With the petitioner proposing to extend 2.5 feet out from the current front of the home, <br /> with a 2.5-foot variance request, would leave a 30.5-foot front yard setback. This would <br /> match up pretty closely to the east neighbor's front yard setback, which is 30 feet. <br /> Mr. Rabine has explained to city staff that the proposed front entry would have four <br /> posts, so you would be able to"see through it." <br /> Attachment: <br /> Petition for Variance <br />
