Childs, City Manager <br /> : TEM : ED HANCE VARIANCE REQUEST, 2813 SILVER LANE <br /> This is a request from Edward Hance for a variance to allow con- <br /> struction of- a garage to within 13 feet of the front_ property line <br /> in conjunction with the construction of a new house at 2813 Silver <br /> Lane. <br /> The old house at this location and freestanding garage were <br /> demolished few weeks ago to allow construction of the single family <br /> dwelling currently under construction. <br /> The applicant has delayed installation of the garage footings so <br /> that if the variance is approved to allow a larger garage, wider <br /> footings could be installed. This was done to assure that work <br /> could get underway on one or the other of the garage options before <br /> cold weather set in. <br /> The previous garage was located only about 10 feet behind the <br /> property line, so the new structure will be more in compliance with <br /> the Zoning Ordinance. <br /> The applicant states that the rear yard setbacks required by the <br /> Rice Creek Watershed District coupled with the shortness of the <br /> lot make it difficult to fit a home on the lot. Because of the land <br /> cost, he states such a home must be of substantial value to make the <br /> project economically feasible. One of the common features almost <br /> universally provided in upper value homes is a 3 car garage. <br /> Because of the narrowness of the lot, the garage was best sited and <br /> was most visually appealing to the neighborhood by placing it in <br /> its proposed configuration. <br /> The applicant also pointed to numerous homes on Silver Lake Terrace <br /> which have almost no' setback from the roadway. They have a similar <br /> circumstance where their lots are fairly short and setback require- <br /> ments from the lake are stringent. <br /> Other items pointed out by the applicant: <br /> >the three car garage is an attempt to comply with the City's <br /> intent not to have a lot of vehicles parked in front yards, but <br /> to provide enclosed space for them; <br />
