CITY OF ST. ANTHONY
• NOTICE OF HEARING
TO WHOM IT MAY CONCERN:
Notice is hereby given that there will be a public hearing by the
Planning Commission of the City of St. Anthony on Tuesday, November
15, 1988 at 8:35 P.M. in the Council Chambers of the City Hall,
3301 Silver Lake Road (enter northeast corner) for the following
purpose:
To consider a request from Lang-Nelson for approval of a
revised Development Concept Plan and Detail Plan approval
under the P.U.D. (Planned Unit Development) section of the
City Zoning Ordinance to allow construction of three
buildings of two to three stories each over underground
parking on the site currently occupied by the St. Anthony
Village Shopping Center, generally the 2500-2600 block of
Kenzie Terrace N.E. Said buildings will consist of two
apartment buildings, one with 50 units and one with 66
units to be for seniors only and the third building to be
85 units of high quality general rental. This proposal
does not include any plan for rental subsidies.
The following items are included in the proposal:
*parking, 201 underground, 201 surface (139 in place and
• 62 proof-of-parking)
*ponding for aesthetic and storm drainage purposes
*mostly brick exterior, except balconies, etc.
*pitched rather than flat roof design
*all vehicle access will be from Kenzie
*landscaping, vegetation, and. bermed screening will be
provided.
This proposal differs from the plan approved in August, 1988,
generally due to a design change which provides that portions of
the proposed buildings be two story rather than 3 stories to allow
for substitution of 88 villa-type units with clustered entrances
in lieu of the same number of standard design apartment units.
This mix of shorter building heights in parts of the . proposed
buildings coupled with moving the proposed buildings away from the
site perimeter . is intended to decrease the building mass and its
effect on abutting properties. It also provides for a perimeter
parking design. As in previous plans, no traffic access will be
allowed or provided to Lowry Avenue N.E.
Anyone wishing to be heard with reference to the above matter will
be heard at said time and place. Questions regarding this matter
may be referred to the City Manager, 789-8881.
• David M. Childs
City Manager
Publish: November 2, 1988
