When addressing the required three conditions, <br /> Coldwell Banker does not believe a sign with such limited wording ( "For <br /> Lease" ) would be detrimental to the public in any manner. The hardship <br /> responded to was the possible hindered marketing effort and the unique <br /> condition stated is the unique location of the shopping center. <br /> Staff believes that a variance is necessary due to previous Commission <br /> and Council action (January, 1989) requiring that all existing Shopping <br /> Center signage be removed and any new signage placed only in accordance <br /> with the approved signage plan.
