STAFF REPORT <br /> • <br /> DATE: May 12, 1993 <br /> TO: Planning Commission <br /> FROM: David Mark Urbia, Management Assistant <br /> ITEM: REZONE PROPERTIES FROM R-2/R-4 TO COMMERCIAL <br /> BACKGROUND <br /> The City of St. Anthony's Comprehensive Land Use Plan calls for these properties to be zoned <br /> commerical (commercial service). The rezoning proposal would correct a miszone situation. <br /> Additionally, the rezoning would facilitate development as a Cub Foods project would generate <br /> interest in this area. <br /> I requested Dan Solar, Ramsey County Traffic Engineer, to comment on potential traffic issues <br /> if development occurred at this location. I assumed only one access, in one of two locations, <br /> being 30 feet from the TCF access or where there is an access (170 feet from TCF access). <br /> • Mr. Solar's reply in writing will be distributed at the meeting. In a conversation, he believed <br /> there would be no negative traffic impacts with a right-in/right-out only access. Additionally, <br /> a business could potentially have an access agreement with TCF. <br /> Both TCF Bank and Mr. Kenneth H. Lee (property owners) have indicated support. I hope to <br /> have their support in writing to distribute at the meeting. <br /> RECOMMENDATION <br /> Recommend to the City Council approval of the rezoning of the following properties: <br /> ► Rezone Lot 7, Block 7 of Mounds View Acres Second Addition from R-4 <br /> (Multiple Family Residence District) to C (General Commercial District). <br /> ► Rezone Lot 8, Block 7 of Mounds View Acres Second Addition from R-2 (Two <br /> Family Residence District) to C (General Commercial District). <br /> ► Rezone Lot 9, Block 7 of Mounds View Acres Second Addition from R-2 (Two <br /> Family Residence District) to C (General Commercial District). <br />
