STAFF REPORT <br /> • <br /> DATE: October 13, 1993 <br /> TO: Planning Commission <br /> FROM: David Mark Urbia, Management Assistant <br /> ITEM: APPLICATION FOR CONDITIONAL USE PERMIT, JANE OLIN - <br /> OWNER - "THE HAIR SOLUTION", 2906 PENTAGON DRIVE, ST. <br /> ANTHONY SHOPPING CENTER <br /> BACKGROUND <br /> The request is for a therapeutic massage service within the current operating establishment. <br /> The proposal exactly mirrors the previous request from Nancy Anderson, TAN ME, in Apache <br /> Plaza. The City Council approved that request with the following conditions: <br /> (1) The massage therapy being restricted to therapeutic massage and approved hours of <br /> operation; the hours of operation being Monday through Friday 10:00 A.M. to 8:00 <br /> P.M., Saturday 10:00 A.M. to 5:00 P.M., and Sunday 11:00 A.M. to 4:00 P.M.; <br /> • (2) The permit would automatically be revoked if there is any violation of applicable City <br /> of state statutes related to criminal sexual conduct by any person associated with the <br /> operation; <br /> (3) The massage therapy offered must comply with the code of ethics and definition of <br /> massage therapy established by the Association of Body-Work Professionals and/or the <br /> American Massage Therapy Association; and . <br /> (4) The massage personnel must have graduated from a State of Minnesota certified <br /> professional program with a minimum of 100 hours training. <br /> RECOMMENDATION <br /> Recommend to the City Council approval of the request with the above listed conditions. <br /> However, amend the hours of operation to reflect the hours of operation for this applicant. <br />
