The Commission began the review process in June of 1993 and completed land use ' <br /> and policy revisions to the Comprehensive Plan in August of 1994. The planning <br /> process involved over 16 public meetings and five public hearings. Every meeting <br /> was televised. Comment was solicited from the city's Vista 2000 Committee and <br /> Chairs and elected officials as well as from adjoining communities and units of <br /> government. Published notices and maps were printed in the City's official paper at <br /> least 5 times. Nearly 1,000 property owners were individually notified by mail of <br /> changes that were proposed within 350 feet of the property. <br /> During the Council's review of the plan on August 22, August 28, and September <br /> 12, 1994, the Council: <br /> 1) Took additional testimony from the public regarding the plan. <br /> 2) Reviewed the Gaals and Policy Section. <br /> 3) Reviewed each of the land use proposals or revisions in the 15 districts and <br /> developed a consensus on the changes to be included in the final plan and <br /> map. <br /> • 4) Reviewed the comments and recommendations (in the Park Plan) from the <br /> Park and Recreation Commission and adopted changes as required. <br /> 5) Provided final comment and direction on additions to the Implementation <br /> Section for additional work program items to be done over the next 24 <br /> months. <br /> 6) Made a commitment (with the Planning Commission) to keep this plan up to <br /> date by reviewing the content and proposing changes each year as part of the <br /> work program each November through January. <br /> 7) By resolution, approved the plan and sent it on to the Metropolitan Council <br /> for its review (90 days or less). The plan will be sent.as soon as the Council <br /> has completed its work on the Shoreland, Wetland, and Storm Pond <br /> Management Ordinance. <br /> The Commission wishes to thank the Council and staff for the time and support that <br /> was necessary to participate in this process and the original survey and Vista 2000 <br /> visioning Program that provided a basis for the plan revisions. <br /> Dennis Welsch <br /> Community Development Director <br /> September 12, 1994 <br /> PREFACE-2 <br />
