Planning Commission Regular Meeting Minutes <br /> July 18, 1995 <br /> • Page 7 <br /> 1 Mr. Davis indicated what the City would be giving the Met Council in their Comprehensive <br /> 2 Plan is its desires and plans, therefore, libraries can be included. <br /> 3 Chair Bergstrom inquired if the Met Council could provide the City with a budget plan for <br /> 4 consulting costs. Mr. Freshley indicated he could provide a range of costs in regards to <br /> 5 consulting. <br /> 6 Chair Bergstrom inquired as to grants, and funding available. Mr. Freshley indicated there is <br /> 7 a loan program, the only grant program is the Metropolitan Liveable Community Act. <br /> 8 Commissioner Faust expressed concern regarding water issues, he was unsure how to address <br /> 9 the issues. Mr. Davis indicated both storm water and run off have tougher laws. He <br /> 10 suggested contacting Mr. Gary Obritz to obtain information on how to address these issues in <br /> 11 the Comprehensive Plan. <br /> 12 Chair Bergstrom indicated perhaps an erosion control would better serve St. Anthony. <br /> 13 Commissioner Faust indicated St. Anthony deals with run off from three communities and <br /> 14 three counties. <br /> 5 <br /> 6 Chair Bergstrom indicated the rules for the,Comprehensive Plan indicates the Municipality <br /> 17 Implementation Plan go through the Planning Commission. <br /> 18 Mr. Davis indicated the City has come a long way just by having this informational meeting. <br /> 19 Chair Bergstrom inquired if there are any other first string suburbs that are working on their <br /> 20 Comprehensive,Plan. Mr. Davis indicated Roseville has updated theirs and he will check if <br /> 21 there are any others that he may get the Table of Contents from. <br /> 22 Chair Bergstrom reviewed.the process. First the Planning Commission reviews and <br /> 23 comments, then to the Met Council for review and comment, and then back to the City <br /> 24 Council for final approval. <br /> 25 Mr. Davis indicated the Met Council has 60 days to get the Comprehensive Plan back to the <br /> 26 City. He noted if there are no conflicts, the City can put the Comprehensive Plan into effect <br /> 27 immediately or if there are conflicts, as soon as those are resolved the Comprehensive Plan <br /> 28 can go into effect. <br /> 29 Chair Bergstrom inquired if the Capital Improvement Plan should be part of the <br /> 30 Comprehensive Plan. Mr. Davis indicated it is not required, but is encouraged. <br /> �1 Commissioner Makowske inquired if the Comprehensive Plan should indicated how it is going <br /> 32 to keep itself current. Mr. Freshley indicated it is not required, but encouraged, portion may <br /> 33 note when the issue will be revisited. <br />
