August 11, 1999 <br /> Planning Commission <br /> City of St. Anthony <br /> 3301 Silver Lake Rd NE <br /> St. Anthony, Mn 55418 <br /> RE Application for a conditional use permits Hitching Post <br /> Dear Commissioners: <br /> I have been asked to comment on the proposed conditional use permit. We are all glad that a user <br /> has stepped forward to put the vacant 31,0000 square foot building into 18,000 square foot retail <br /> use as well as motor cycle sales use and vehicle repair use. This application and the cooperative <br /> actions of the developer are greatly appreciated. The proposed uses are either permitted uses or <br /> permitted conditional uses in General Commercial District. The development of this Old Country <br /> Market space will help the community realize the vision, which was adopted last year. In <br /> summary that vision is: <br /> • a retail mix with high quality, service-oriented specialties; <br /> • a strong design image with articulated entrances, and well-designed storefronts, green <br /> spaces and linkages between buildings; <br /> • pedestrian-oriented; <br /> • enhanced by natural elements; <br /> • community oriented with community gathering spaces; <br /> • appealing to all community members. <br /> Over the last few weeks we have been in negotiations with the Old Country Market property <br /> developer and the St. Anthony shopping Center owners to develop a plan which not only fulfills <br /> the vision but the adopted comprehensive plan and the Kenzie Terrace Urban Design guidelines. <br /> As part of the conditional use permit application, the Old Country Market developer has agreed <br /> to several conditions and is in disagreement on one condition. <br /> I would suggest that the Commission apply the following conditions to the conditional use <br /> permit: <br /> Building conditions of the conditional use permit: <br /> 1. All vehicles, merchandize and parts storage should occur in the building. Outside storage <br /> should not be allowed. <br /> 2. All trash and garbage storage should be enclosed in the building or in a building addition. <br /> The developer has not agreed to this condition. Because the large proposed dumpster is very <br /> visible from the Autumn Woods Apartments, the dumpster should be enclosed, the enclosure <br /> made of the same material as the primary building and painted to match the primary <br /> building. <br />
