MEMO <br /> • DATE: 12/13/00 MEETING DATE: 12/19/00 <br /> TO: Planning Commissioners <br /> FROM: Susan Henry, Assistant City Manager <br /> RE: Public Hearing: Walgreens Development <br /> Requested Action: <br /> On December 19, 2000, the Planning Commission will hold the public hearing for the proposed <br /> Walgreens store for the comer of Silver Lake Road and 37`h Avenue North. The site plan shows a <br /> 14,490 square foot Walgreen's store with a drive-thru pharmacy on the site. Notification has been <br /> sent to the property owners within.350 feet of the proposed development. TOLD Development <br /> Company has submitted a formal petition to the City for the following four requests: <br /> (1) Petition for Rezoning <br /> (2) Lot Combination <br /> (3) Petition for Sign Variance <br /> (4) Application for Conditional Use Permit <br /> Background: <br /> TOLD Development Co. (the petitioner) presented information at a Concept Review on October 17, <br /> 2000. At the November 21, 2000 Planning Commission meeting, the petitioner presented the results <br /> of its neighborhood meeting held on November 15 and presented other general information to the <br /> Planning Commission to prepare for the public hearing. <br /> As stated above, TOLD Development Co. has submitted four petitions for its development. Staff met <br /> with the petitioner upon final site plan submittal and has prepared the following comments as it <br /> relates to the request: <br /> (1) Petition for Rezoning: <br /> The petitioner is requesting that Lot 3, Block 1, Apache Terrace, 2"d Addition by rezoned from an <br /> Industrial to a Commercial zoning district. This is appropriate for such request. <br /> (2) Lot Combination: <br /> The petitioner wishes to combine the above-mentioned lot (Lot 3, Block 1, Apache Terrace, and 2nd <br /> Addition)with Lot 2, Block 1, Apache Terrace (Amoco site). The petitioner's intent to purchase both <br /> pieces of stated properties for the Walgreen's development is contingent upon necessary city <br /> approvals. According to the, City. Attorney's office, these two parcels-can be combined with a <br /> relatively simple recorded document and it will not be necessary to replat. <br /> (3) Petition for Sign Variance: <br /> The petitioner is requesting a sign variance to allow for a ground (or monument sign) consisting of <br /> 50 square feet of copy on each side, for a total surface copy area of 100 square feet, with a two line <br /> electronic reader board on each side. <br /> The petitioner's sign variance request is two-fold: (a) sign surface area: the petitioner is requesting <br /> 100 square feet of total copy on two sides, while city code states the maximum sign copy surface <br /> • area is 68 square feet. This request exceeds the existing code by 32 square feet; (b) electronic sign <br /> request: currently animated/flashing signs are prohibited in the city code. <br /> Here's more details about the electronic portion of the sign: the two electronic lines are 8 inches high <br /> each, which equates to 13.33 square feet per side at 10 feet wide.
