• Walgreen's Public Hearing —p.3.
(8) Engineering Issues:
Please see the letter from WSB and Associates noting the concerns of the City Engineer as it
pertains to the development site.
(9) Public Safety Design and Review:
Staff will present a verbal report to the Planning Commission at the public hearing on December 19,
2000, pertaining to public safety after the police and fire departments have had a chance to review
the site plan. The two city departments have been given the site plan to review for traffic hazards,
sight lines, and overall site issues from a pubic safety standpoint.
(10) Store Hours of Operation:
According to the petitioner, the store hours are expected to be 7:00 a.m. to 11:00 p.m. However, the
petitioner also has stated Walgreens doesn't typically set their hours until shortly before the store
opening. The City may want the hours specified as the development is approved.
(11) Rear Yard Setback:
The petitioner has pointed out the setback from the rear property line is 3 feet, and this is from the
drive aisle area.
Staff Recommendation:
Staff recommends approval of the development, per staff comments in this memo, the City
Engineers'comments, and 37th Avenue curb cut approval, and Planning Commissioners' comments.
The Planning Commission will need to decide how to proceed with the petitioner's request for the
sign variance (i.e. if a hardship exists), especially as it pertains to the electronic portion of the sign.
Attachments:
• TOLD Development Project Description
• Petitions by TOLD Development Co.
• WSB Engineering Comments
• Ramsey County Comments
• Lighting Specifications
• Property Approvals/Correspondence from City Attorney's Office
• Site Plan
• Sigma Engineering Plan and Notes
• Excerpts from City Council/HRA Minutes
•
