• maintained by the owner or person in charge of the sign in a clean, safe, <br /> sanitary, and inoffensive condition and free of litter, rubbish and weeds. <br /> Subd. 6. Inspections. All signs for which a permit is required may be <br /> inspected by the City Manager, and:a permanent record, 'including <br /> photographs, may be maintained. The City Manager or the City Manager's <br /> designated representative may, after notice to the owner, enter upon any <br /> property to ascertain whether the provisions of this Chapter are being <br /> complied with. The City Manager may order the removal of any sign that is <br /> not maintained in accordance with this Chapter. In addition, the following <br /> inspections will be made: <br /> (1) All signs requiring footings must be inspected to insure that <br /> suitable footings, as determined by the City Building Inspector in <br /> accordance with appropriate building codes, have been used. <br /> Footing inspections will be required for all ground signs and <br /> pylon signs before the sign is installed. <br /> (2) Electrical inspections will be required for any electric sign. <br /> 1400.07 Prohibited Signs. Signs that are not specifically permitted in this Chapter <br /> are hereby:prohibited. Without restricting or limiting the generality of the <br /> provisions.of the foregoing, the following signs are specifically prohibited: <br /> Subd. 1. Balcony Signs. Balcony signs and signs mounted or supported on a <br /> balcony. <br /> Subd. 2. Obstructing Signs. Any sign that obstructs any part of a doorway or <br /> fire escape. <br /> Subd. 3. Exterior Signs. Signs, including those intended for viewing only <br /> from the interior of a building but which can reasonably be viewed from <br /> exterior of the building, which by reason of position, shape, wording, color, or <br /> any other characteristic would interfere with the proper function of a.traffic <br /> sign or signal, or otherwise constitute. a traffic or safety hazard. <br /> Subd. 4. Signs within the Public Right-of-way or Public Easement. <br /> Subd. 5. Flags or Whirling Devices. <br /> Subd. 6. Signs on Glass Doors. Signs on glass doors which total sign surface <br /> area exceed 20% of the glass area of the door. The sign surface area of <br /> nameplates and address identifications and pedestrian directives such as <br /> • "pull", "push", "entrance", "exit", "use other door", "caution", and other <br /> 14-6 <br />
