Susan Henry, St. Anthony Village May 3, 2002 <br /> The Site Plan Option we prepared moves the building to within 30' of Silver Lake Road and 52' of the <br /> southern access driveway,but this is still quite a distance from the corner and not in keeping with the real <br /> spirit of the framework. It also creates a site plan with some awkward relationships,such as the sharp turn <br /> into the drive-through lane, the area where cars wait after the pick-up window, and the distance of the <br /> farthest parking from the entry. <br /> Architecture <br /> The Master Framework also suggests architectural principles for buildings. Among them are that "all <br /> buildings should have a top,middle,and bottom,. ..being more massive at the bottom and more delicate at <br /> the top." Another idea is to have"unifying elements,such as materials,colors,proportions,detailing,etc." <br /> throughout the Redevelopment Area. There is not an established set of unifying elements yet. The Culver's <br /> building does not really fit the principle of building massing,with its expansive standing-seam metal roof <br /> and relatively straight building sides. This is a feature that could be accommodated, but not without <br /> significant redesign on Culver's part. The standard Culver's colors —bright blue roof and bright white <br /> building—also do-not seem to be the set that the City might choose to set the tone for this area. <br /> Recommendations <br /> 1) If Culver's were willing to redesign their building floor plan to accommodate placement of the building <br /> at the corner of Silver Lake Road this would be wonderful. However,that may be too much to ask,so at <br /> .the very least we would request that they create an edge 2-1/2' to 3-1/2' in height along the southeast <br /> comer of the site,with a railing,wall, fence or hedge. <br /> 2) A minor site plan problem noted on the attached sketch is the conflict with cars entering the site and cars <br /> waiting outside the pick-up window area. If these drive lanes can be separated more clearly we believe it <br /> will create a safer arrangement. <br /> 3) We would recommend that the roof design and building facade be significantly altered to comply with <br /> the architectural principles of"massive at the bottom and delicate at the top." The bottom part is <br /> relatively easy; the roof part would involve a completely different approach to the roof treatment. <br /> 4) We recommend that the colors or Culver's building be toned down at least to a buff or off-white,rather <br /> than stark white. We also recommend that if the roof cannot be altered that most of the roof be a neutral <br /> color, such as gray or black, the bright blue being reserved for accent areas, perhaps over the entries. <br /> Other restaurant franchises have successfully tailored their architecture to these kinds of conditions. <br /> 5) We recommend that a significant portion of the building facade be brick or stone,with decorative block <br /> as an accent material. All materials such as brick or block must be integrally colored,i.e.,not painted. <br /> We understand that as the first redevelopment project in the Redevelopment Area Culver's is being asked to <br /> consider some significant changes. But this building will set the tone and the precedent for all of the <br /> substantial development to follow and we believe that positive steps taken here will yield a much better plan <br /> later. Also, these kinds of changes would help Culver's to be part of the new community that is being <br /> developed, instead of sticking out in a way that may not be positive. <br /> 2 <br />
