Item Agenda No. New Business-2 Status Per Council (Recommend
_pprcrva
MEMORANDUM
DATE: February 9 , 1983
TO: David Childs , City Manager
FROM: Larry Hamer, Public Works Director
SUBJECT: Painting of Elevated Water Tank
-----------------------------------------=--------------------------
A proposal was submitted from Short-Elliott-Hendrickson to the City
on August 14 , 1980 for engineering costs to develop the specifica-
tions for painting the inside and outside of the elevated water
tank. This proposal was approved by the City Council , signed, and
returned to Short-Elliott-Hendrickson. The proposal was cancelled
shortly after they received it.
I have contacted Short-Elliott-Hendrickson on this subject again
and received the same quotation (.$800 to develop the specifications ;
$400 for miscellaneous inspections , etc. ) . They have estimated
the cost to do the painting to be $18 ,000 and have indicated that
estimate is still valid. They also recommended Twin City Testing
evaluate the need for the paint job. This was done in 1980 . The
result of Twin City Testing ' s findings was that the inside needed
to be painted and the outside needed touching up and cleaning.
It has been suggested to change the color on the outside of the
tank . With the delay in painting, we can now include the outside
in the paint job.
I am also concerned with the waterline on Stinson Boulevard between
St. Anthony Boulevard and 30th Avenue N.E. The amount of waterline
breaks we have experienced during past years has averaged about two
per year. . I would like to propose that the Public Works Department
replace the line. The material is estimated to cost approximately
$15 ,000 . In conjunction with this , Short-Elliott-Hendrickson has
submitted a proposal to develop a plan, which could be approved by
the State Health Department, for $1 , 300 .
RECOMMENDATION
I recommend both proposals from Short-Elliott-Hendrickson be accepted.
I also recommend we proceed with both projects as soon as the weather
permits .
• LH/cjk
