CITY OF ST. ANTHONY <br /> • COUNCIL MINUTES <br /> June 14, 1983 <br /> The meeting was opened at 7:30 P .M. , led with the Pledge of Allegiance <br /> by Mayor Sundland. <br /> Present .for roll call: Marks, Ranallo, Sundland, Letourneau, and <br /> Enrooth. <br /> Also present: David Childs , City Manager and Carol Johnson, Finance <br /> Director. <br /> State Representative John Rose indicated he was present to report on the <br /> legislative . session which had just ended, specifically to address the <br /> cuts in local aids mandated by the Legislature , and to make a donation <br /> towards the St. Anthony High School Marching Band's tour of Washington, <br /> D.C. and Philadelphia for the Independence Day celebrations . <br /> He gave the Mayor a packet detailing the state aid cuts which include <br /> a reduction of 23% or $60 ,000 in aid for the City in 1984 . Representa- <br /> tive Rose. told Mr. Childs he hoped one of the accomplishments of the <br /> session had been to at least stabilize these cuts. so, municipalities <br /> would be able to have some idea of what type of aid they would be <br /> receiving in the future. The representative agreed with the Mayor and <br /> • Councilman Ranallo that it was unfortunate that "because the City had <br /> been prudent in handling its financial affairs , they were now forced <br /> to come up $60, 000 short of anticipated revenues" . The Mayor speculated <br /> that cities like St . Anthony would have to start charging for services <br /> which is nothing but another form of taxation. He said he was very <br /> troubled that the legislature had not recognized that the first -tier <br /> of suburbs experience more of the same problems that the core cities <br /> do than the second or third tiers do. The legislator said he recog- <br /> nized that those core cities could not be abandoned but that a hard <br /> look has been taken at what those cities do with the money they are <br /> given. Representative Rose reported that the next legislative sessions <br /> would be short and invited the Council to avail themselves of his aid <br /> in any problems they might experience with the legislation coming out <br /> of those sessions . Mayor Sundland told him the Council is very grate- <br /> ful for the aid he and Senator Dieterich gave them during this session <br /> to which the legislator responded that he believes he is very fortunate <br /> to be representing a city like St. Anthony. <br /> Motion by Councilman Letourneau and seconded by Councilman Enrooth to <br /> approve as submitted the minutes of the Council meeting held May 24 , <br /> 1983. <br /> Motion carried unanimously. <br /> Motion by Councilman Letourneau and seconded by Councilman Ranallo to <br /> approve as submitted the minutes of the Board of Review held May 24 , 1983. <br /> • Motion carried unanimously. <br />
