Councilman -Marks had raised the original concern about the availability of institutional service , and Mr. Franke assured- him this service would be on line at the same time it is offered to residential subscribers . He said it is in the interest of his company to get all subscribers on line as fast as they can because that is the only way Group W can make money and the Group W official foresees that some day cable companies may be looking to institutional subscribers for most- of their revenues. The Com- munity Affairs Director told Councilman Marks that if his firm gets the St. Paul - franchise, an uplink for national connection would certainly be installed. He agreed to set up an appointment for the Councilman to meet with persons in his firm who are more knowledgeable than he in the areas about which Councilman Marks has so many questions . He also indicated Jim Daniels , Group W Assistant Manager , would be the contact person to reach through Mr. Kaeding . Service would be provided through . "two head ends and two hubs" , Mr. Franke said, and one is already established in the building Group W has taken over which was formerly the Lake Owasso School . In reply to questions regarding the cable service to schools, Mr. Franke reported Group W intends to make a $50.,000 grant to foster educational access and would .also provide staff persons to aid the schools in setting up their programs . Public use of the service, including televising of Council meetings , was also discussed at length. Motion by Councilman Marks 'and seconded by Councilman Letourneau to approve the final reading and adopt the ordinance which provides for amending the Cable Communications Ordinance by mutual written agree- ment. ORDINANCE 1983-003 AN ORDINANCE AMENDING ORDINANCE 1982-009 KNOWN AS THE CABLE COMMUNICATIONS ORDINANCE Motion carried unanimously. Judy Makowske was present and joined Councilman Enrooth in a discussion of garbage being left out on the streets for long periods of time . The Planning Commission Chair ' s complaint was related to a dumpster which had been left at an apartment house for three months after service was discontinued. Mr. Childs indicated that the City would follow up any complaint called in and would address the problem in an article in the next Newsletter . Telephone. calls related to a noisy party the previous weekend prompted a discussion of the existing ordinances dealing with disturbances and just what actions the Police Department is constitution- ally permitted. The Manager indicated he would discuss the matter further with the Chief of Police- and City Attorney and report back at a later meeting. Councilman Ranallo urged the Council members to attend the annual conference of - the -League of Minnesota Ctiies which had begun on the same day .
