-2- <br /> response with an engine pumper. Presently, -however, we have two <br /> people on duty 24 hours a day with the pumper utilized for all <br /> emergency first response calls. The rationale is we must have <br /> an apparatus which can be used for both medical and fire emergency <br /> .situations when they occur at the same time . The methods of <br /> operation we are presently employing will not cause undue wear <br /> on the engine of a new pumper, according to experts . <br /> . The utility van is utilized to carry a "cascade system" of <br /> 'larger air bottles for filling air tanks at a fire. It is also <br /> used to transport various rescue tools to an emergency. To <br /> al'leviate tying up the emer:gency scene with private vehicles , <br /> the utility van is also used to bring firefighters to the scene . <br /> (3) Each community' s fire department must have. s' ufficient equipment <br /> and manpower to assist other comm'unities in an emergency situ- <br /> ation under the Mutual Aid Agreement. In the. past, other com- <br /> munities have been strongly criticized by their Mutual Aid partners <br /> because their equipment and personnel levels have been insuf- <br /> ficient to meet the requirements of that Mutual Aid Agreement, <br /> i.e. , they are always requesting Mutual Aid assistance , but are <br /> never able to provide that assistance to the other cities . <br /> (8)- 6982 ' s engine is extremely underpowered and has- problems' <br /> negotiating hills. The electrical complex and its wiring has <br /> deteriorated and become brittle and problems have developed. <br /> (9) Included in the aforementioned comprehensive report were rec- <br /> ommendations from the City ' s Public Works Superintendent and <br /> mechanic. <br /> a. Problems relating to availability of parts . <br /> b . Loss of compression and engine vibration. <br /> C. The high cost of a transfer valve replacement. <br /> d. Unable to determine front end problems . <br /> e. Problems have developed with the wheels , drums and cylinders . , <br /> f. The front cab is outdated in both technology and design. <br /> The officer and driver who must operate within the cab are <br /> limited due to the small area. <br /> The pump on ..the present apparatus is a very clostly item and <br /> with parts stocked for only 20 years , as stated by the- <br /> Waterous Co. , we could expect' a substantial dollar outlay, <br /> 'if the pump developed major problems. Our last pump test <br /> did -indicate the pumper.-does not reach the proper output. <br /> h, 'The - Public Works Superintendent' has indicated "the pumper is <br /> in poor to fair condition, is too old which results in a poor <br /> dependability factor" . "He also stated- repair has reached the <br /> point of diminishing: return and pointed out the aging of the <br />
