PROBLEM STATEYX:T (See Instructions) FROM ORIGINAL GRANT: <br /> School District 262 and the municipalities within it, all of the City of St. Anthony <br /> and a portion of the City of New Brighton, pride themselves on their ability to manage <br /> the vast array of needs in the community. However, with the ever-increasing changes taking <br /> place in our community, school system, and family structure, we are becoming aware of an <br /> increase in negative and potentially delinquent behavior amongst a growing number of our <br /> young people. We are desirous of utilizing more services that may be available to our <br /> students and their families. <br /> A frustration in attempting to deal with these problem situations in the past , and <br /> certainly a concern for the future, is in dealing with multiple agencies, organizations, <br /> municipality and county structures. School District 282 is located half in Ramsey County <br /> and half in Hennepin County. The Hennepin County portion is the only suburban area located <br /> east of the City of Minneapolis and Ramsey County portion is the western tip of suburban <br /> Ramsey County. <br /> Neither the school district nor the municipalities have fully utilized the counties' human <br /> and social services in the past. however, the need for use of these services is increasing <br /> as local resources dwindle and social and human needs within our school community increase. <br /> This proposal requests funds to support the development and implementation of a Youth <br /> Intervention Program serving the 'St. Anthony School attendance area (District 282) , the <br /> communities of St. Anthony and New Brighton (part) . According to current parochial and <br /> public school enrollment statistics, there are approximately 2,769 school age young people <br /> in this service area. There are no youth-serving programs within this area beyond those <br /> of the schools, police, churches , or recreation programs. <br /> In recent years, the school district has been asked to assume su'-stan*_ially more <br /> respensibi_ity for behavior that can be classified as pre-delinquent behavior and <br /> petitionable behavior. It is our desire to deal with this before it becomes a larger and <br /> more volatile problem within our school community. <br /> The pre-delinquent behavior include , but are not limited to, truancy, excessive absences <br /> and tardiness, runaways , chemical use (smoking, drinking, etc. ). Frog grades 5 through 12 , <br /> we have had over 65 suspensions of 1 to 5 day durations as a resu t of some of these <br /> behaviors. There has been a continued increase in school tardiness and unexcused absences. <br /> We have identified 15 students who have run away this year. The chemical use/abuse <br /> counselor has seen on an individual basis, over 50 students in the high school. On a <br /> family basis she has worked with 20 groups. One recent graduate died from chemical abuse <br /> and another former student on chemicals was invclved in a shooting, and is now in prison. <br /> Only one-third of the families referred for outside help, counseling, or chemical <br /> dependency treatment follow-up on the referral. Reasons given have been lack of insurance, <br /> family denial, or family apathy in regard to the problem. <br /> The emotional behaviors of concern include suicide/suicide attempts, excessive anger and <br /> fights. We have had 10 attempted/threatened suicides this. year. 2 graduates of <br /> St: Anthony Village High School attempted suicide this ,year, one successfully. We have <br /> also counseled multiple close friends (girlfriend/boyfriend) of these suicide attempts. <br /> Numerous students (30) are being counseled for control of excessive and destructive anger. <br /> 25 students have been suspended/counseled in regard to fighting behavior. <br />
