Page 3.2
Among the barriers to client acceptance of referrals are distance and the stigma attached
to some of those agencies. Many agencies ;lave waiting lists and the families are lost
*before any contact is initiated. If contact is initiated, a lack of communication between
the referring resource and agency causes a lack of coordination of services and may
aggravate rather than aid in problem resolution.
CONTINUATION SUMMARY:
Continuation funds for the St. Anthony Youth Intervention Project are being sought in
order to maintain this Youth Intervention Project in St. Anthony until January 1, 1985
when City of St. Anthony and Hennepin County funding is expected to become available.
Both Hennepin County and St. Anthony have fiscal years running from January 1 - December 31st,
while Project funds are scheduled to end September 30, 1984.
During the 5 month period of October 1,1983 and February 29, 1984, the St. Anthony Project
dealt with 29 young people.
Reasons for referral included:
Chemical Use 2 Truancy 5 .
Assault 1 Personal Problems 3
Incorrigibility 1 Family Issues 9
Runaway 7 Other 1
We anticipate that by December 31, 1984, an additional 112.. young people will receive .
intervention services from Project staff.
We have discovered the issues and problems identified in the original proposal:
Truancies, runaways, family problems, chemical abuse, and suicidal behavior, have all
surfaced during our brief Project experience.
Our agency has also found establishing services in and for the City of St. Anthony is
indeed complicated by the number of governmental, non-profit jurisdictions that overlap
within that community i.e. Hennepin County, Ramsey County, St. Anthc,ny/New Brighton
School District, and the City of St. Anthony; each with their own array of services
which impact on young people and their families. . We have found that a division of
services within such a small community has a doubly negative impact on access to
services. Precisely because the community is small in population (7,000+) , and its
problem issues are sub-divided by several responsible agencies, no one unit has an
adequate service base from which to justify on-site sery ices. The St. Anthony Project
has at least made some progress in responding to that need for the youth population.
Beginning with the new school term in September 1984, we also hope to incorporate the
group work efforts of the St. Anthony School staff with th^Pe of our agency. This
means we hope to provide a training experience every other week through St. Cloud
State University for school personnel who voluntarily lead student support groups.
By so doing, we hope to increase the quality and number of supportive bonuses for
young people attending the St. Anthony/New Brighton Schools while rewarding school
personnel who volunteer countless hours of their time helping young people. The
purpose of the Youth Support groups is to make it easier for young people to reach out
and seek help with the various problems of their day-to-day lives.
