pla <br /> nning - area one <br /> citizen advisory committee <br /> 2353 government -center, minneapolis,mn 55487 <br /> April 30, 1984 <br /> Mr. Robert Sundland, Mayor <br /> City of St. Anthony <br /> 3301 Silver Lake Road N.E. <br /> St. Anthony, MN 55418 <br /> Dear Mayor Sundland: <br /> As specified in the -Urban Hennepin County •Community Development -Block Grant Program <br /> "Citizen Participation Plan," the Planning Area One Citizen Advisory Committee is <br /> to comment on the proposed activities of cities in Planning Area One. The Commit- <br /> tee has reviewed the proposals with regard to their conformance with- Federal <br /> statutes and regulations and the Urban Hennepin County Statement of Objectives, all <br /> of which must be substantially complied with to ensure funding of the program. <br /> With respect to the St. Anthony proposal for the use of $34,819 in Year X Community <br /> Development monies, the Committee approves the following projects: <br /> Public Service/Senior Citizens Program ($5,219) <br /> Elderly Rental Housing Project Assistance ($24,600) <br /> The Committee feels that the proposed Stinson Boulevard sidewalk would be more <br /> appropriately located on the other side of Stinson Boulevard where less driveways <br /> cut into the sidewalk. Further, the Committee feels it appropriate to assess the <br /> commercial property owners for the sidewalk cost to free up CDBG monies for other <br /> city needs. The Committee requests allocation to other eligible projects. In the <br /> absence of such action, the Committee requests that Hennepin County, prior to <br /> submission of the Year X Program to HUD, allocate the $5,000 to the Planning Area <br /> One Contingency account. <br /> The Committee is concerned with the funding of ongoing Public Services which could <br /> - -tend to build expectations of future funding-and could lead to fi nanc_i al dependence <br /> of certain organizations upon CDBG and/or City monies. <br /> Sinc ely,,,.�/� . <br /> Gary Prazak, Vice Chair - <br /> PACAC-One <br /> ml9 <br /> cc: Dave Childs, City- of St: Anthony <br /> Mark Elmberg, Urban. ,Hennepin County <br />
