r • Chairman , Resolutions Committee
October 4 , 1.984
Page 4
i
places a severe financial hardship upon a municipality of
j only 23 , 000 residents.
The proposed amendment to the National Municipal Po1ic!
encourages the federal government to authorize use of the
proposed Federal water Bark for low-interest loans to
' municipalities that have taken response action to remedy a
hazardous contamination problem. The availatilit,.: of
low-interest leans would sicnificant' , alleviate the finan-
cial difficulties besetting municipalities when faced with
{ contamination rcblems that the EPA cannot remedy with use
of grants from the Superfund. The number of municipalities
that would benefit frcm such a program cannot be estirnated
at this time , but tt:e City' s case demonstrates that loco-
holes do exist i- current lecislat_icn . The amendment also would have permitted expenditures
from the Super`und for reimbursement of funds already spent
by a municipality. Senator David Durenberger of Minnesota
has indicated that he will work to insure that the provision
concerning federal facilities is included in the Superfund
Reauthorization Bill next year. The League' s support of the
bill at that time would be of crreat assistance to the City
and to all municipalities in general.
The City appreciates the efforts of the League to preserve
the nation's water quality and supply and appreciates the
• League' s cooperation and assistance in dealing with the
City' s specific contamination problem.
E
