r <br /> -4- •. <br /> REPORTS <br /> COUNCIL REPORTS <br /> Councilmember Makowske Reports AMM Housing Committee Took No -Specific <br /> kPosition Related to the Siting of .Group Homes- and Half-Way Houses <br /> Although they had not -specifically::supported any particular placement of <br /> these facilities during their meeting that noon, the Councilmember , <br /> indicated the Committee had agreed .the issue deserved .further .discussion. <br /> Elected Officials Consider Ethics in the Public Arena <br /> Councilmember Makowske indicated she had found the January 30th <br /> government training sessions on the above subject very fruitful. Mr. <br /> Childs said the Metropolitan Managers ' next meeting would also- be devoted - <br /> to discussions of ethics in government. <br /> Council Adopts Resolution Protesting Final. Water Management Plan <br /> Referring to the February 9th. letter- from the Roseville Public Work.s <br /> Director which had been accepted as an agenda addendum, Councilmember <br /> Enrooth said he supported the attempt to dissuade the Watershed Board <br /> from adopting the above plan, March 1st.. The- Councilmember said he an <br /> - Mr. Hamer, who had represented -the City on separate advisory committeeqp <br /> to develop -the plan, concurred that the final document did- not parallel <br /> the suggestions those advisory 'bodies had made. He said they also <br /> concurred a united position by both the larger and smaller cities was <br /> necessary if the Board is to be convinced not to implement the plan as <br /> now proposed. 'Councilmember Enrooth said the general consensus was that <br /> if the plan is implemented as now proposed, it could seriously impact on <br /> the affected municipalities in the future as stated in the proposed <br /> resolution. If the plan went into effect in 2000 , as written, the <br /> municipalities in the watershed could be - facing- major expenditures for <br /> providing- for water -.runoffs which might not originate . in .their cities , <br /> but might only be passing through, he suggested. <br /> Mr. Childs agreed -:that it was important for the -muncicipalities to <br /> - register immediate protests because, under the plan the Watershed Board <br /> would be - considering March- 1st, the Watershed would even. have levying <br /> capabilities related -to- the various aspects- of the plan. . The resolution <br /> was modif-ied to eliminate any general acceptance . of the plan because. "the <br /> City•, finds it contains flaws which potentially could have -a very serious <br /> impact on St. Anthony. " <br /> Council Action <br /> Motion by Marks,_• seconded by 'Enrooth to adopt -Resolution 87-012 with the <br /> modi.fica.tion of wording .which. would strengthen its- message. . 4 i <br />
