• Subd. 4 . Before a license is issued, the applicant <br /> shall file with the City Clerk evidence that the <br /> applicant has in effect public liability insurance for <br /> the hauler' s business and for all vehicles in at least <br /> the sum of $500, 000 for injury of one person, <br /> $1, 000, 000 for the injury of two or more persons in <br /> the same accident, and $100, 000 for property damages . <br /> Subd. 5 . When the application is submitted, the <br /> applicant shall file with the City Clerk a schedule of <br /> proposed rates to be charged during the licensed <br /> period. Every licensee shall provide 14 days ' prior <br /> written notification to the City and the licensee' s <br /> customers of any change in rates to be implemented <br /> during the licensed period. <br /> Subd. 6 . In addition to the other requirements of <br /> this Section 530, haulers servicing residences shall <br /> comply with the following : <br /> (a) Curbside recycling collection will be made <br /> available to all residential customers no later <br /> than December 1 1989 At a minimum, such <br /> service shall include weekly collection and <br /> • hauling of all recyclables on collection days . <br /> (b) Weekly collection of garbage, refuse and yard <br /> waste will - be provided on collection days . <br /> (c) A minimum of three rate levels for regular <br /> service, priced on the basis of volume, will be <br /> provided. <br /> (d) Each licensee shall separately collect and <br /> dispose of yard waste for a minimum of eight <br /> weeks in the spring, commencing on April 1st, and <br /> eight weeks in the fall, commencing on <br /> September 15th. <br /> (e) Each licensee shall conduct a spring and fall <br /> special pick up on dates designated by City <br /> Council resolution. <br /> Section 530 . 10 . Requirements and Restrictions . All licensees, <br /> and any other haulers in the City, shall comply with all of the <br /> following requirements and restrictions : <br /> (a) No hauler shall operate in a residential district <br /> after 8 :00 p.m. or before 6:30 a .m. of any day, <br /> and no hauler shall operate in. a residential <br /> district on Sunday or legal holidays . <br /> -3- <br />
