Acting City Managpr <br /> I TEM : WATER QUALITY OF SILVER LAKE-RICE CREEK WATERSHED DISTRICT <br /> The attached resolution concerns the grant application of the Rice Creek <br /> Watershed District for funds to study the water quality problem at <br /> Silver Lake. <br /> The Cities of Columbia Heights, New Brighton and St. Anthony have been <br /> requested by Rice Creek to support the application and participate <br /> financially in the study on an equal basis. (Necessary funds above and <br /> beyond that given by the grant, if approved, would be split equally <br /> between St. Anthony, New Brighton, Columbia Heights and the Rice Creek <br /> Watershed District. ) <br /> The resolution includes a stipulation requiring the Rice Creek Watershed <br /> District to put the study out for proposal as well as participating with <br /> the three communities in a joint powers agreement which would provide <br /> the group with the authority to award the study to the most appropriate <br /> consultant. <br /> The funds being requested would not exceed the amount of $9,750. In <br /> addition, the Rice Creek Watershed District passed a resolution stating <br /> that none of the cities who participate in the study will be obligated <br /> to participate in the necessary remediation activities without the <br /> explicit agreement of all the cities involved (copy attached) . <br /> The funds will not be allocated completely in 1989, allowing St. Anthony <br /> the opportunity to budget approximately one half the funds in 1990. <br /> The funds are available in the Water and/or .Sewer Fund where it would <br /> also be appropriate to extract the funds. <br /> Please contact me if you would like additional information or have any <br /> questions. <br /> :cjk8.22.89 <br />
