Regular Council Meeting <br /> August 28, 1990 <br /> page 6 <br /> 1 Councilmember Wagner has observed significant speed reduction on <br /> 2 37th Avenue. It was felt this was due to having squad cars observing <br /> 3 traffic on 37th Avenue from the school parking lot and the issuance <br /> 4 of speeding tickets. Councilmember Makowske advised she has been <br /> 5 told by some New Brighton residents that the diligence of the City' s <br /> L police force in ticketing is admirable and the Department should <br /> 7 be complimented. <br /> 8 <br /> 9 Councilmember Enrooth suggested the water quality concerns at Silver <br /> 10 Lake relative to the Silver Lake Road project be discussed at a <br /> 11 Council work session. The City Manager advised he has received some <br /> 12 correspondence in response to Mr. Haik' s letter regarding this problem. <br /> 13 Ramsey County personnel feel the two holding ponds at the Salvation <br /> 14 Army Camp are sufficient to contain the runoff and the Silver Lake <br /> 15 Road project would not exacerbate the problem. This project is <br /> 16 scheduled to commence in 1992 and Ramsey County staff indicated they <br /> 17 feel the water runoff from Apache is entirely the City' s problem. <br /> 18 <br /> 19 Mayor Ranallo is of the opinion that diverting water runoff from the <br /> 20 roadway is a problem which must be addressed by Ramsey County. Tom <br /> 21 Burt advised that sidewalks are included in the St. Anthony portion <br /> 22 of this project. He also noted that pipes which will run under the <br /> 23 roadway will empty directly into Silver Lake. <br /> 24 <br /> 25 The City Manager recommended the City Council pass a resolution <br /> 26 stating its lack of support for this project. • <br /> 27 <br /> 28 On August 20th Mayor Ranallo and Tom Burt met with the Mayor and <br /> 29 City Manager of Columbia Heights to discuss traffic lights on Stinson <br /> 30 Boulevard at 37th and 39th Avenues. The representatives of Columbia <br /> 31 Heights indicated it had been their understanding for some time that <br /> 32 the installation of lights at both of these locations would be the <br /> 33 project. Mayor Ranallo stated that the St . Anthony City Councilmembers <br /> 34 had only recently been made aware that two lights were being con- <br /> 35 sidered, rather than only one at 37th Avenue. It was a consensus that <br /> 36 a study should be done to determine if two lights in this area would <br /> 37 be warranted . Also to be considered would be the history of accidents , <br /> 38 installation of sidewalks and traffic counts. <br /> 39 <br /> 40 The City Manager recommended a firm to do the engineering study who <br /> 41 was familiar with the requirements of Minnesota State Aid roads . The <br /> 42 two cities may choose to have a Joint Powers Agreement drafted for <br /> 43 this study where the costs would be evenly shared. Mayor Ranallo <br /> 44 suggested that St. Anthony could only participate in the light on <br /> 4r, 37th Avenue and share the costs with Minneapolis on a 1/3 and 2/3 <br /> 46 basis. <br /> 47 <br /> 48 Councilmember Makowske stated she had received calls from residents <br /> 49 regarding a traffic light on 37th Avenue. <br /> 50 <br />
