Meetings <br /> 2 The City Manager advised there will be an Association of Metropolitan <br /> 3 Municipalities Policy Adoption meeting on November lst at the Ambassador <br /> 4 Hotel . He will be attending and will register any Councilmembers who <br /> 5 plan to attend. <br /> G <br /> 7 The City Manager, Councilmember Enrooth and Kathy Knapp attended a Community <br /> 8 Services Committee meeting. <br /> 9 <br /> 10 2. National Guard Armory <br /> 11 Planning Commissioner Faust requested the City Manager to obtain information <br /> 12 regarding the building of an armory in St. Anthony. This proposed facility <br /> 13 will house the Finance Division of the National Guard. Presently, this <br /> 14 division is located in White Bear Lake. The National Guard would own the <br /> 15 building and the land. One benefit of this facility is that the City could <br /> 16 use it at no cost. A disadvantage is that there would be no property taxes <br /> 17 paid on it. <br /> 18 <br /> 19 Discussion continued regarding possible locations for the facility. The <br /> 20 City Manager advised that Commissioner Faust had indicated his willingness <br /> 21 to personally pursue the matter if the Council so desired. <br /> 22 <br /> 23 3. Address Change on Foss Road <br /> 24 The City Manager had contacted Bill Soth, the City Attorney, regarding the <br /> 25 one person who was opposed to the address change on Foss Road. The City <br /> 26 Manager wanted an opinion as to how, or if, this opposition should be <br /> �7 addressed. The resident stated he received no notification of the request <br /> 28 being made for a change. <br /> 29 <br /> 30 Bill Soth was not available, but Matt Seltzer, his associate, advised that <br /> 31 the City Council had within its jurisdiction to name a street anything it <br /> 32 chose. Legal counsel for the League of Minnesota Cities gave similar <br /> 33 advice. <br /> 34 <br /> 35 D. Report on Trip to Salo, Finland <br /> Salo, Finland is St. Anthony' s Sister City. David Braslau, a St. Anthony <br /> 36 <br /> 37 resident and a representative of the St. Anthony Orchestra, recently <br /> 38 returned from a trip which included a visit to Salo. He said that Salo is <br /> 39 located in the "Swedish" part of Finland. It 's main industry is processing <br /> 140 of sugar beets. <br /> 41 <br /> 42 The population of the City is approximately 20,000 and forty-three people <br /> 43 serve on the City Council and represent nine political parties. The City <br /> 44 employes 1 ,028 people which includes educators. He observed that religion <br /> hr in affairs of state and government is much more evident than in the United <br /> 46 States. <br /> 47 <br /> 48 Mr. Braslau stated the purpose -of his trip to Salo was to discuss the <br /> 49 St. Anthony Orchestra trip there in August of 1991 . The Orchestra will <br /> 50 give two concerts, one on -the first Sunday and the second on the last <br /> • <br />
