Regular Council Meeting <br /> October 23, 1990 <br /> page 3 <br /> 1 inquired why the City Council had reduced its funding for the Bureau. <br /> 2 The City Manager advised that Kay Andrews, Director of the Bureau, had <br /> 3 also called regarding the funding cut. <br /> 4 <br /> 5 The City Manager noted he had advised Ms. Andrews that the funding had <br /> 6 been cut as it was allocated for use by the D.A.R.E. Program and for <br /> 7 training of the officer who would be working with the D.A.R.E. Program. <br /> R <br /> 9 Mayor Ranallo stated that the City Council had only a certain amount of <br /> 10 dollars which could be allocated for this type of activity and - it was <br /> 11 the consensus of the Council that funds were needed for the D:A.R.E. Program. <br /> 12 <br /> 13 Councilmember Enrooth felt that the funding for the Youth Services Bureau <br /> that it was not the intent nor purpose <br /> 14 is to be used .as "seed" money and <br /> 15 to be funding the Bureau each year. <br /> 16 <br /> i7 Councilmember Marks had viewed this funding as being one of an annual <br /> 18 request. He did feel that the Council would be apprised of the Bureau's <br /> 19 activity in St. Anthony on a regular basis. He recalled that initially <br /> 20 this concept had been started by the Roseville Police Department and has <br /> 21 continued primarily through municipal police departments. It was his <br /> 22 opinion that the St. Anthony police department had not utilized the Bureau <br /> �3 as effectively nor as often as those in Roseville, Lauderdale and some <br /> 24 other cities. <br /> 25 <br /> 26 Sandy Martin, a Shoreview Counci•lmember and a member of the Youth Services <br /> 27 Bureau Board , noted that the senior citizens in the community used the <br /> 28 Chore Program quite extensively. She -aid that seventy-three residents of <br /> �9 St. Anthony had used the service this year. <br /> 30 <br /> 31 Ms. Martin also stated that St. Anthony employs the services of the <br /> 32 crisis counselling office which serves many people and is unique in <br /> 33 its effectiveness. She noted that expansion in the area of chemical <br /> 34 dependency is being considered, especially in the areas of assessment, <br /> 35 referrals and evaluations. She felt the one "flaw" in the Bureau is <br /> 36 that many of the services it offers are not well known and she requested <br /> 37 St. Anthony to expand its use of the Bureau by publicizing its purpose <br /> 38 and services. <br /> 4pCouncilmember Makowske stated she has represented the City of St. Anthony <br /> 4.1 since January 1990 at the Youth Services Bureau. She expressed a concern <br /> 42 that some people who avail themselves of the services are being charged <br /> 43 and may be paying twice. Mr. Mesk advised they are charged on a sliding <br /> 44 scale. He also felt the Bureau needed to "re-connect" with the City of <br /> 4; St. Anthony and again state its purpose and available services. <br /> 46 <br /> Mayor Ranallo stated that during the budgeting process, the prime functions <br /> 47 <br /> 48 of the Youth Services Bureau were reviewed. <br /> 49 <br /> S0 7.
