Regular Council Meeting <br /> December 18, 1990 <br /> page 3 <br /> • <br /> 1 Motion by Marks , second by Wagner to approve Resolution No. 90-044; <br /> 2 being a resolution authorizing the Mayor and City Manager to sign the <br /> public school inspection agreement between the City of St . Anthony and <br /> the State of Minnesota. <br /> 5 Motion carried unanimously <br /> v <br /> '7 <br /> i <br /> 9 9. APPOINTMENT OF NEW COUNCILMEMBER <br /> 10 <br /> 11 Councilmember Wagner thanked all of those residents who applied for the <br /> 12 vacancy on the City Council . He felt they were all highly qualified for <br /> 3 public service .and encouraged them to seek positions on other City boards <br /> 13 and commissions. <br /> 15 <br /> Motion by Wagner, second by Enrooth to appoint Dorothy Fleming to fill the <br /> 15 <br /> 16 unexpired term of Councilmember Judy Makowske. <br /> 18 <br /> 19 It was noted that Councilmember Makowske could not vote on the motion <br /> 20 appointing her replacement as advised by the City Attorney. <br /> 21 <br /> 22 Councilmember Marks was of the opinion that members of the City Council <br /> 23 should be people who hold pro-active views on issues, •are capable of <br /> • 24 grappling with all facets of an issue, and can provide strong leadership, <br /> 5 especially in areas of providing service and addressing fund reductions. <br /> 2 <br /> 25 Mayor Ranallo concurred with Councilmember Marks" comments. <br /> 27 Roll call : Mayor Ranallo, Councilmember Enrooth, Councilmember Wagner - aye <br /> 78 y <br /> 29 Councilmember Marks - nay <br /> 30 Councilmember Makowski - abstain <br /> 32 Motion carries <br /> 33 The League of Minnesota Cities sponsors an annual newly-elected officials <br /> 34 workshop. The City Manager will obtain information regarding this work- <br /> 35 shop for Councilmembers Wagner and Fleming. <br /> 36 <br /> 37 10. COMMUNICATIONS <br /> 38 <br /> 39 A. Update on Status of Granular Filter <br /> 41 The City Manager was drafting a letter of objection to the EPA when a <br /> f1 member of the EPA staff contacted him. He was advised that the EPA concurs <br /> 43 that there is a peak demand problem. He is requesting that Reike, Carroll , <br /> 44 Muller make recommendations to forward onto EPA. The City Manager noted <br /> 4 he will also be requesting reimbursement for the City as it was not at <br /> 46 fault. This facility had a poor design from the beginning. <br /> 47 The EPA Commissioner was of the opinion that City staff has been very <br /> 48 involved and he suggested the City could hook up with Roseville or New <br /> • 49 Brighton.
