HOUSING AND REDEVELOPMENT AUTHORITY 3
November 13, 1990
Brewer said that the sewer lines are in place and running. The easement
being considered covers the area from Walker's line that exists under LaNel's
property and takes it to the property line between LaNel and Krause-
Anderson. There seems to be a willingness to give the easement to Walker;
however, it is being held up until the resolve of the Coolidge drain line.

Burt said that the Coolidge line occurred in 1954 and was never filed. It was
discovered during this project.
-
However, in six months if the easement hasn't been given, Lang said they
would move the pipe. Soth said he would call again to get the easement.

What remains is the $40,000 on the curb cut and the the pathway. Lang has
agreed to a pathway and chips. Marks noted that the original plans included
5 trees. Lang said that would not be financially possible. He said that
although he wants to be as cooperative as possible, he may end up with a
$7500 issue that he may have to set aside to close out the construction deal.

. 19 Enrooth questioned whose responsibility it is to finish this project. Knowing
• 20 that Lang will grade and seed the walkway, he suggested having the City put
down asphalt in the spring to resolve the problem. Burt said funds are
available to finish the project.

Lang suggested getting the business community to support the project.

VI. Kenzie Terrace Media Cut:

With regard to the pipe cut, Burt reported that the questions remain as to
whether it is SEH's fault for never catching it or the county's fault.

Makowske said she would abstain from any voting with LaNel because she
has done business with him.

Motion by Enrooth, second by Marks to pay LaNel $40;511.80.

Motion passed with one abstention.

C. Dorsey & Whitney

Motion by Marks, second by Ranallo to approve the fee for legal services
rendered through September 30, 1990 for $176.25.
Motion carried unanimously.

LaNel's certificate of completion:
