• SILVER LAKE ROAD <br /> Silver Lane to I-694 <br /> EXECUTIVE SUMMARY <br /> INTRODUCTION <br /> In 1987 , the Ramsey County Public Works Department began the <br /> project development process for reconstructing Silver Lake Road <br /> from Silver Lane to I-694 . A Project Path Report for this <br /> project has been reviewed and approved by the Federal Highway <br /> Administration ( FHWA) , the Minnesota Department of Transportation <br /> (MnDOT) , and the Ramsey County Board of Commissioners . <br /> The Public Involvement Record has been completed and will be <br /> submitted to the FHWA and MnDOT for review and approval if the <br /> cities approve the reconstruction proposal recommended by Ramsey <br /> County. Following approval of the Public Involvement Record, the <br /> Ramsey County Public Works Department will prepare a Study Report <br /> for review and approval by the FHWA, MnDOT, and the Ramsey County <br /> Board of Commissioners . If approvals are received, the Ramsey <br /> County Public Works Department would initiate final design for <br /> this .project with construction anticipated to begin in 1994 . <br /> EXISTING DEFICIENCIES <br /> The existing deficiencies of Silver Lake Road between Silver Lane <br /> and I-694 are : <br /> • Safety: Ramsey County reviewed accident data for the <br /> intersections of Windsor Lane , Inca Lane, County Road E, <br /> Third Street, Fifth Street, and Seventh Street. A total <br /> o,f 67 accidents were reported at these intersections from <br /> 1986-1989 . New Brighton residents were involved in 52 of <br /> the 67 accidents reported. The reconstruction proposal <br /> would correct the majority of these accidents . <br /> • Traffic Capacity: The current roadway design does not <br /> accommodate existing traffic volumes ( see attachment) and <br /> will not accommodate projected traffic volumes . <br /> • Sight Distance/Vertical Curves : The current roadway design <br /> does not meet state aid standards for these elements . <br /> • Drainage : Poor or inadequate . <br /> • Load Capacity: Currently limited to five tons . Ramsey <br /> County requires its roadways to be reconstructed to a nine <br /> ton capacity. <br /> • o Pavement Condition: The roadway base is deteriorated. <br /> The pavement is cracked and rutted. <br />
