• SILVER LAKE ROAD Silver Lane to I-694 EXECUTIVE SUMMARY INTRODUCTION In 1987 , the Ramsey County Public Works Department began the project development process for reconstructing Silver Lake Road from Silver Lane to I-694 . A Project Path Report for this project has been reviewed and approved by the Federal Highway Administration ( FHWA) , the Minnesota Department of Transportation (MnDOT) , and the Ramsey County Board of Commissioners . The Public Involvement Record has been completed and will be submitted to the FHWA and MnDOT for review and approval if the cities approve the reconstruction proposal recommended by Ramsey County. Following approval of the Public Involvement Record, the Ramsey County Public Works Department will prepare a Study Report for review and approval by the FHWA, MnDOT, and the Ramsey County Board of Commissioners . If approvals are received, the Ramsey County Public Works Department would initiate final design for this .project with construction anticipated to begin in 1994 . EXISTING DEFICIENCIES The existing deficiencies of Silver Lake Road between Silver Lane and I-694 are : • Safety: Ramsey County reviewed accident data for the intersections of Windsor Lane , Inca Lane, County Road E, Third Street, Fifth Street, and Seventh Street. A total o,f 67 accidents were reported at these intersections from 1986-1989 . New Brighton residents were involved in 52 of the 67 accidents reported. The reconstruction proposal would correct the majority of these accidents . • Traffic Capacity: The current roadway design does not accommodate existing traffic volumes ( see attachment) and will not accommodate projected traffic volumes . • Sight Distance/Vertical Curves : The current roadway design does not meet state aid standards for these elements . • Drainage : Poor or inadequate . • Load Capacity: Currently limited to five tons . Ramsey County requires its roadways to be reconstructed to a nine ton capacity. • o Pavement Condition: The roadway base is deteriorated. The pavement is cracked and rutted.
