• AMENDMENT OF REDEVELOPMENT CONTRACT <br /> THIS AMENDMENT is made as of , 1992, by and between the <br /> HOUSING AND REDEVELOPMENT AUTHORITY OF ST. ANTHONY, <br /> MINNESOTA, a public body corporate and politic (the "HRA"), established pursuant <br /> to Minnesota Statutes, Sections 462.411-462.711 (the "Act"), and ST. ANTHONY <br /> LANEL, a Minnesota general partnership ("LaNel"). <br /> RECITALS: <br /> A. Prior to the date of this Amendment, the HRA prepared and approved, <br /> pursuant to Sections 462.515 and 462.521 of the Act, a redevelopment plan (the <br /> "Redevelopment Plan") for a redevelopment project known and referred to as the <br /> Kenzie Terrace Redevelopment Project (the 'Project") in an area (the "Project <br /> • Area") located in the City of St. Anthony (the "City"). <br /> B. On June 28, 1982, the City Council of the City adopted a resolution <br /> establishing the Project Area as a tax increment financing district. <br /> C. The major objectives of the Redevelopment Plan were to: Acquire for <br /> redevelopment economically or functionally obsolete or underutilized buildings <br /> and land; provide a redevelopment site of a character which would encourage <br /> future development of the area and improve sources of public revenue; eliminate <br /> blighting influences which impeded potential development; provide maximum <br /> opportunity for redevelopment by private enterprise consistent with the needs of <br /> the City as a whole; and encourage private rehabilitation of structures within the <br /> Project Area. <br /> D. In furtherance of these objectives, the HRA entered into a Redevelopment <br /> Contract dated as of July 6, 1988 with LaNel ("Redevelopment Contract") for <br />
