Alwan , owner of Sheik ' s Garden Restaurant , is 12 considering having up to thirty amusement devices in his 13 operation . Presently, he is allowed only three . Mr. Alwan 14 had stated at the Commission Meeting these amusement 15 devices would afford him an opportunity to generate -more 16 revenue in the older , rear portion of his restaurant . He 17 felt these devices would be in keeping with his business 18 which will focus on families . 19 20 Commissioner Murphy observed that if Ordinance No . 1992- 21 001 were approved, it would be much easier to monitor the 22 operation . This ordinance would allow only the operator 23 of the establishment to hold the licenses to the 24 amusement devices with nc more than thirty-five devices 25 being allowec in one location . 26 27 Staff had also made recommendations for five conditions • 28 for granting approval of this request . They are as 29 follows : 30 31 1 . The arcade shall prohibit tobacco, a1coh•_--�1 , and 32 drugs on the premises . 33 34 2 . The arcade shall prohibit individuals under the 35 influence of tobacco , alcohol or drugs . 36 37 3 . Proper supervision should be available at all times 38 to ensure appropriate conduct and behavior . 39 40 4 . The access from kitchen to dining area shall be 41 segregated to ensure safety. 42 43 S . The number of amusement devices allowed will be 44 dependent_ upon the available number of amusement 45 device licenses and available space within the area 46 designated on the proposed plan . 47 48 Commissioner Murphy noted -that the five recommendations 49 of staff were included in the recommendation for approval 50 from the Planning Commission . Also, included in the Z1 Commission ' s recommendation was to require an annual 52 review by the Police Chief and staff with the owner . The 5' history of police calls and disturbances as well as • 54 complaints would be reviewed .
