• STAFF REPORT <br /> DATE: June 23, 1992 <br /> TO: Mayor & Councilmembers <br /> FROM: Thomas D. Burt, City Manager <br /> SUBJECT: CLARK STATION REDEVELOPMENT <br /> The preliminary soil tests for the old Clark gas station show there is contamination. The next <br /> step is to further test to determine the area of contamination. The owner has the responsibility <br /> for the test. Since contamination has been detected, the MPCA has been contacted and the <br /> owner will be responsible to correct the site. Financial assistance is available to him from the <br /> petroleum fund to clean the site. <br /> • The City Attorney and I have met with the Mr. Fisher (owner of the Clark Station property) and <br /> he has agreed to do the next series of tests as well as any possible clean up. Mr. Fisher is still <br /> interested in selling the property and the City Attorney advised him that the City will find a <br /> developer for the site and facilitate the purchase of the site between Mr. Fisher and the <br /> developer. This way the City will never be on the record of title for this site. <br /> The HRH's role will be to provide financial assistance to the developer purchasing the site, with <br /> controls on the development and design of future construction on the site. <br /> Mr. Amerman, the owner of the duplex north of the Clark Station, has been contacted by Mr. <br /> Soth. Mr. Amerman has indicated he is not interested in selling but would sell if the City needed <br /> the site (possible condemnation involved). Staff seeks direction from the HRA on whether we <br /> should proceed with negotiating the purchase of the property located to the north of this site. <br /> • <br />
