Burt, City Manager <br /> FROM: David Mark Urbia, Management Assistant <br /> ITEM: CONCEPT REVIEW-- LAND USE FOR SOUTH END REDEVELOPMENT <br /> BACKGROUND <br /> The Planning Commission at its May 19th meeting recommended to the City Council to <br /> proceed with public improvements stated in Plan D, to acquire the sites where Rosie's Cafe <br /> and the Good Luck Cafe are located, and that there should be no implicit go ahead on the <br /> Unocal expansion. The remaining issue, addressing the land use, needs to be discussed. <br /> At the June Planning Commission meeting, no decision was made in order to obtain more <br /> information. <br /> The following information was requested: (1) highest and best use for monetary and <br /> aesthetics; (2) appraisal information, (3) size of two newly created lots, (4) tax benefits, <br /> residential vs. commercial, (5) City Council preference, and (6) BRW rationale for <br /> designation of R-1 zone. <br /> The staff replies to the Planning Commission-information requests as follows: <br /> (1) Highest and best use for monetary considerations -- light industrial and for <br /> aesthetics -- open space. <br /> (2) Appraisal information does not relate to determining most appropriate use. <br /> The appraisal information will be for staff use in negotiating a price for the <br /> two current structures and land. In addition, the Good Luck site will become <br /> a road and the Rosie's site will be totally reconfigured. To date this <br /> information is not available. <br /> (3) Size of the two newly created lots: <br /> Lot #1, closest to Unocal -- 10,000 square feet (apprx. 100' x 100') <br /> Lot #2, closest to existing homes -- 13,125 sq. ft. (appx. 75'x 125') and <br /> (appx. 50' x 150' / 2) <br />
