I REGULAR COUNCIL MEETING • <br /> 2 MAY 11 , 1993 <br /> 3 PAGE 6 <br /> 4 <br /> 5 <br /> 6 The City Manager stated that the average of the City ' s streets <br /> 7 is thirty-five years and this is the first time reconstruction <br /> 8 is being addressed . He also stated that the recommendations <br /> 9 of the Road Task Force are being followed . <br /> 10 <br /> 11 — Mr .- Mad igan' noted= that technology was different when some of - <br /> 12 these streets were built . Some of the concrete streets put in <br /> 13 many years ago have failed for a number of reasons . He felt <br /> 14 some measures can be taken to prolong the life of both <br /> 15 concrete and bituminous streets . <br /> 16 <br /> 17 At its recent work session , the Council had considered <br /> 18 changing the assessment rate for property owners from 50% to <br /> 19 25% . The City Manager contacted Springsted Financial Advisor , <br /> 20 Bob Thistle , for his recommendation regarding an assessment <br /> 21 policy . <br /> 22 <br /> 23 Mr . Thistle cautioned against using the 25% proposal in that <br /> 24 it is too close to the minimum of 20% . Other considerations <br /> 25 should be avoiding having general obligation bonds in excess <br /> 26 of 2% and avoid the risk of having a project which comes in <br /> 27 less than the 20% necessary to assess for improvements which • <br /> 28 were bonded for . <br /> 29 <br /> 30 Councilmember Enrooth recommended that the assessment policy <br /> 31 be a 35%/65% split on this project except for the overlay <br /> 32 which will be a 50%/50% split . <br /> 33 <br /> 34 Motion by Wagner , second by Enrooth to approve Resolution No. <br /> 35 93-032 being a resolution amending the assessment policy of <br /> 36 the City of St . Anthony. <br /> 37 <br /> 38 Motion carried unanimously <br /> 39 <br /> 40 <br /> 41 Mr . Madigan noted that the work on 37th Avenue will be <br /> 42 delayed. This project will require a variance as the width of <br /> 43 the street does not meet the Minnesota State Aid requirements . <br /> 44 <br /> 45 <br /> 46 B.
