B. <br /> BACKGROUND <br /> The applicant, Scott D. Barton, 3515 Harding Street Northeast, is applying for a garage setback <br /> permit to allow for a double garage to be moved closer to the existing home and attached with <br /> a breezeway. The garage could be moved to have a side-yard setback of five feet, but the <br /> applicant requests consideration of a three foot side-yard setback to make the breezeway a <br /> more reasonable and manageable size. An advantage of this proposal is to finally address the <br /> driveway issue. I encourage the Planning Commission to take a look at this property and <br /> especially the condition of the current driveway. However, if the permit is not granted, the <br /> City will still require the owner to build a driveway if the owner moves the garage. <br /> • RECOMMENDATION <br /> If you approve the request, the advantage would be the Planning Commission's ability to place <br /> conditions upon the property owner. Such conditions could include: <br /> • address fencing and screening issues; <br /> • remove the old concrete slab at the current garage site; <br /> • maintain the 3 foot setback area with no storage allowed in the area; and <br /> • complete construction in a certain amount of time. <br /> • <br />
