ANTHONY RECYCLING CENTER <br /> In November the City published a Request for Proposals to pick up recyclables at the <br /> Recycling Center for 1994. The City received one response to the RFP. The response <br /> showed a $650/per month increase in pickup fees. This would bring the average per <br /> month cost from $560 in 1993 to $1,210 in 1994. Therefore, the Council requested staff <br /> to examine the following options: <br /> 1. Go out for bids a second time to determine if a lower cost is possible. <br /> Staff is currently contacting licensed St. Anthony haulers to determine if they are <br /> interested in submitting a bid to pick up at the Recycling Center in 1994. <br /> 2. Research why costs have increased so dramatically in one year. <br /> a) In 1993 the City was not charged for newspaper of cardboard pick up. <br /> 3. Research the pros and cons of closing the Recycling Center. <br /> Pros: <br /> • 1. City maintenance personnel spend approximately 10 hours a week cleaning <br /> the Recycling Center and removing unacceptable items which are dropped <br /> off at the Center. These items include junk mail, office paper, tires, <br /> fluorescent bulbs, pvc pipe, and plate glass. <br /> 2'. The Recycling Center is one of the last remaining in Hennepin County. <br /> Therefore, individuals and small businesses from other cities are dropping <br /> their recyclables at the Recycling Center. This results in increased <br /> recycling cost to the City of St. Anthony. <br /> 3. Reduce expenditures caused by keeping the Center open. The City is <br /> charged by the number of pickups and tonnage amounts. As the City <br /> receives more items from non-residents, the City has to pay more to have <br /> recyclable items removed. <br /> 4. Eliminate duplication of services. Residents already have curbside pickup <br /> of recyclables available to them. <br /> Cons: <br /> 1. Some residents may perceive a reduction in recycling services if the <br /> Recycling Center is closed. <br /> • <br />
