• <br /> STAFF REPORT <br /> DATE: March 17, 1994 <br /> TO: Mayor and Councilmembers <br /> FROM: Larry Hamer, Interim City Manager <br /> ITEM: RAILROAD CROSSING AT STINSON BOULEVARD AND <br /> 37TH AVENUE N.E. <br /> The railroad crossing at Stinson Boulevard and 37th Avenue N.E. is in need of <br /> upgrading. I requested Soo Line Railroad to remove the extra rails not being <br /> used and to upgrade the other crossing. <br /> The Cities of Columbia Heights and St. Anthony are to reconstruct the roadway <br /> and Soo Line will remove the used tracks with the cities picking up the cost of <br /> the materials. <br /> The City of Columbia Heights has drafted the attached Joint Powers Agreement <br /> and will be the lead agency. This project must be funded with state aid monies <br /> (the Agreement will be null and void if the project cannot be funded by state <br /> aid). <br /> RECOMMENDATION <br /> Recommend approval of the Joint Powers Agreement with Columbia Heights <br /> and resolution 94-025. <br /> 0 <br />
