Joint Powers Agreement <br /> • Columbia Heights/St. Anthony <br /> Page 2 <br /> B. Disposal of Ties <br /> Columbia Heights will attempt to obtain the lowest bid for tie disposal. This is <br /> now considered a hazardous waste material and must be treated in a special <br /> manner. 1, Any force account work required by City of Columbia Heights <br /> employees will be in addition to the cost for tie disposal. <br /> C. Disposal of Bituminous Street Surface <br /> Bituminous will be disposed of in accordance with the City of Columbia Heights' <br /> contract for Plant Mixed Bituminous Materials. Any force account work required <br /> to dispose of the bituminous will be in addition to the bid price. <br /> D. Rubber-surfaced Crossing Material <br /> Columbia Heights shall advertise for bids for the material, receive and open bids <br /> • pursuant to said advertisement. Each City Council will authorize award of the <br /> bid, reserving the right to reject any and all bids and to waive any informalities <br /> in any bids received without explanation. Upon award of bid, Columbia Heights <br /> shall enter into a purchase order agreement with the successful bidder at the unit <br /> prices specified in the bid. <br /> E. Concrete Pavement <br /> The area outside the new rubberized railroad crossing shall be repaired with <br /> concrete pavement. The work shall be done under the City of Columbia Heights' <br /> contract for the 1994 Miscellaneous Concrete Repairs and Installations. <br /> II. <br /> The construction of this project shall be under the supervision and direction of Columbia Heights' <br /> City Engineer in accordance with the plans. Any change in the plans for the project shall require <br /> the written consent of St. Anthony. The City of St. Anthony shall cooperate with the City <br /> Engineer and his staff at their request to the extent necessary, but will have no supervision of the <br /> work. <br /> • <br />
